In Pokémon Legends: Arceus, moves determine your Pokémon’s potential in battle. Pokémon will naturally learn more powerful ones as it levels up, but you can also visit Zisu in Jubilife Village to have it learn others for a price. This is true for every Pokémon in the game, including Flareon—one of Eevee’s many evolutionary forms.
Best moves for Flareon
Flareon is a Pokémon with an extremely high Attack stat. This means that it’s better off keeping physical attacks over special attacks like Flamethrower. Given that, below are the best moves it can learn.

Moves that are used by Pokémon of the same type have their base damage increased by 50%. We call this same-type attack bonus (STAB). Fire Fang is going to be your Flareon’s STAB move. It may also leave your target with a burn.
Meanwhile, Iron Tail is super effective against Rock-type Pokémon, which Flareon is weak to. It’ll also hit Fairy-type Pokémon.
Quick Attack is there so Flareon can potentially get two turns consecutively (or another turn later on) when you first use it in Agile Style. However, you can also opt to substitute this for another STAB move like Flamethrower. Flamethrower may not be a physical move, but its power is high enough to deal a lot of damage.
Finally, have Flareon learn Giga Impact or Double Edge for coverage. Normal-type moves may not be strong against any type, but they’ll hit any Pokémon. It’s just a matter of you settling for a powerful move that can miss or a powerful move with recoil.
