Many people were wondering why Batman and Superman are fighting in Batman v Superman: Dawn of Justice instead of teaming up. A reasonable explanation has now been given. It sounds similar to Captain America: Civil War.
Astrophysicist Neil DeGrasse Tyson actually has a role of some sort in Batman v Superman: Dawn of Justice. Tyson was recently a guest on The Daily Show with John Stewart and the talk of the movie’s plot came up. Tyson gave a valid reason as to why Superman and Batman are fighting in the movie.
Tyson basically said Superman “behaves in any way he wants” and has nobody to report to. If Superman gets angry, everyone is in danger basically. As for Batman, he reports to the Mayor of Gotham City. Batman sees Superman as dangerous and a conflict ensues from that. Since Superman acts on his own and doesn’t have any authorities to report to.
In Batman v Superman: Dawn of Justice, it sounds like the people of Gotham City accepts Batman as a hero of some sort. The same cannot be said for Superman as he as seen as dangerous, even to people from Metropolis. Batman probably wants to fight Superman to know if he’s “on our side” so to speak. Possibly at the end of the film he knows Superman is noble and the Justice League is formed.
The plot sounds somewhat similar to the premise of Captain America: Civil War. In the comic book, Iron Man feels all heroes should register and report to the US Government. Captain America doesn’t agree to be a puppet to the US Government, so a conflict between those two characters ensue.
It’s possible Captain America: Civil War follows the same premise as the comic book. Some minor spoilers to Avengers: Age of Ultron follow.

Both Iron Man and Captain America have some arguments with each other in Avengers: Age of Ultron. Their differing ideologies come into effect in this movie, but won’t be fully explored until Captain America: Civil War.

Both Batman v Superman: Dawn of Justice and Captain America: Civil War are out in 2016. I’m looking forward to both movies, but it’s funny how the films might have similar premises.
